Cedar Point Recovery is proud to introduce the licensed and certified alcohol and drug treatment professionals that make up our treatment team, as well as the rest of the staff that make recovery possible for our clients.

Our treatment team incorporates all of our rehabilitation services into individualized addiction recovery programs specifically designed for each client.

Our people are passionate about working with people in addiction recovery, and use every available resource to design treatment programs that meet our clients physical, emotional, and spiritual needs.


Andrew Mendonsa, Psy.D, MBA

Dr. Andrew Mendonsa currently serves as the Chief Operational Officer for Cedar Point Recovery, a subsidiary of Sprout Health. He earned his doctorate and master’s degrees in Clinical Psychology from California School of Professional Psychology, and a MBA from Texas A&M University – a top tier and highly ranked business school. Andrew is licensed in California as a Clinical Psychologist and is also a recognized Qualified Medical Evaluator (QME). He has earned various professional and community accolades including the prestigious 40 Under 40 Award and a Congressional Medal for community service. Dr. Mendonsa’s vision and business skills have earned him a well-documented history of proven success in leadership within the mental health and substance abuse treatment industries. He is a recognized media expert appearing on various local and national media networks discussing topics around treatment and recovery. Before leading Cedar Point, Dr. Mendonsa maintained a thriving private practice, worked for a large healthcare system, and oversaw contract forensic treatment programs for local and state law enforcement agencies.

Michael Cornelius

Michael Cornelius is currently the Facilities Administrator at Cedar Point Recovery, a Sprout Health company and overseas operations for Cedar Point Recovery and Client housing. He is responsible for the day-to-day administration that lets the rest of the Cedar Point clinical staff focus on treating our clients.

Michael has been serving the Sacramento community as a healthcare professional for over 24 years working with such healthcare organizations as United Healthcare, Kaiser Permanente and Dignity Health. He received his Associates of Arts from Corinthian College and is currently enrolled in the Business Administration program at California State University Sacramento.

Treatment Staff

Jill Hoyt, RADT-I

Jill Hoyt is our Assessment Coordinator at Cedar Point Recovery. She received her Master’s degree in Addictions Counseling from Grand Canyon University in 2014. Jill has worked extensively at the community level with adults in an Outpatient and Intensive Outpatient settings. Jill also brings a background and experience with adolescents managing the Student Assistance Program, an on-site high school drug diversion program in Placer County. She is known for providing clients a safe, non-judgmental environment where hope is instilled and healing can begin. Jill believes everyone has the ability to change their life, no matter how messy it has become. She believes in power and possibility of treatment, as it is the foundation people need in order to break the patterns associated with their addictions. Through treatment Jill has witnessed the powerful transformations of individuals and families restored to their loved ones and given another chance. This is recovery.

Rebecca Harris, CADC-II, ICADC

Rebecca Harris is our Clinical Coordinator and Community Outreach Educator. She is a long-time member of the California Consortium of Addiction Programs and Professionals and is a level two certified alcohol and drug counselor with extensive experience in chemical dependency treatment including partial hospitalization and outpatient programs. She has a soft spot for women in recovery and is known for her strength and compassion. Rebecca was the coordinator of Community Recovery Resources, an outpatient treatment center where she developed the Mothers in Recovery Child Development program. She more than doubled the size of the program, increasing access to specialized care for mothers and their children. Rebecca has extensive experience working with relational trauma and survivors of domestic violence. She is solution-focused while being trauma-informed and provides her clients with a wealth of resources and a contagious sense of hope. She brings to Cedar Point a strong background in supervision and teaching and works with many outside agencies and programs in our community.
